Our organisation
The General Assembly is the association's highest decision-making body and consists of voting and non-voting members. Elections for the position of National Executive Chief are held every five years during the Annual General Meeting.
The National Executive Chief recruits head office managers at provincial or zonal levels.
The National Board comprises representatives of all sub-office chairpersons. Sub-office leads are responsible for recruiting managers, who collaborate with the national secretariat or country office to achieve the organisation's vision and mission, while overseeing daily operations at field level.
New ACA members must volunteer in our youth programs for six months before taking on any responsible roles. This ensures that members enhance their English language skills and demonstrate a commitment to serving others, in line with the ACA’s mission and vision. Below is a brief introduction to the current members and staff of the ACA in DRCongo.
David CUBAKA
ACA Country Director
David Cubaka is a Congolese development professional and founder of the Anglo Congolese Association, a non-profit organization empowering young people through education, entrepreneurship, and environmental protection.
With over 10 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) and program management with organizations such as World Vision and ADRA, David has contributed to major USAID- and FCDO-funded programs promoting child protection, peacebuilding, food security, and resilience across central and eastern DRC.
Driven by a passion for youth and community empowerment through grassroots initiatives, he actively seeks partnerships to expand the association’s impact across eastern and central DR Congo, fostering sustainable development and long-term resilience.

The Deputy Director
Chantal CHIREGEREZA
Chantal is both the ACA Deputy Director and Chief Inspector of Education at the South Kivu Education Inspectorate for over 25 years. Building on the ACA's experience of promoting positive change among young people through English club activities, she is dedicated to setting up English clubs in secondary schools and advocating for reforms to the English teaching curriculum.

Finance Manager
George UZIMA
George has a degree in Economics from the Catholic University of Bukavu and has over ten years' experience in financial management. He is currently helping ACA with rigorous financial planning and management in order to reinvigorate the group's activities. He has been dedicated to helping both ACA and its members grow their financial portfolios through strategic guidance ever since.
Outside of work, he enjoys community service and volunteering with English clubs.
Executive secretary & Program Manager
Frederic NTABOBA
Frederic is a graduate of the Teachers Training College (ISP), where he completed a degree in English Language Teaching. As program Lead, Frederic has spent the last 10 years assisting young people in establishing small businesses and achieving their financial goals. His journey commenced as an English Club leader, which has equipped him with a unique understanding of the challenges faced by his fellow club members. He has been featured in publications from top youth groups, Schools and is renowned for his personalised advice on youth leadership. Outside of work, he is an avid reader and mentors young entrepreneurs.
Education manager
FAUSTIN OMBENI
Faustin holds a bachelor's degree in English language education from the 'Institut Supérieur Pédagogique of Bukavu' and recently obtained a master's degree in curriculum and instruction from the Universite Pedagogique National. Faustin's teaching philosophy is student-centred, with a focus on helping students achieve their full potential through individualised goals. Outside of the classroom, Faustin dedicates his time to supporting children in their extracurricular activities through English clubs. He takes pride in empowering young people through language and culture.
Youth Tech and Bussiness center cordinator
Pasteur MUGANZI
Pasteur Muganzi is a forward-thinking technology executive and developer of entrepreneurial talent. He heads ACA's youth technology centre and business centre. Under his leadership, the ACA is empowering young people by offering them new technologies and entrepreneurial skills.
The ACA is therefore willing to contribute to digital innovation, immersive technology and talent development in schools in South Kivu. Since assuming the leadership role at the ACA, he has conceptualised and implemented several transformative programmes with the objective of equipping young people in English clubs with cutting-edge skills in emerging technologies. He is eager to liaise with donors and relevant individuals with a view to expanding the programme nationwide.
Women and Child space manager
Myriam ILUNGA
Myriam has a degree in English Translation from NGOZI University and over 10 years' experience focusing on women's empowerment. She has been an advocate for women's rights for over 8 years. She specialises in child protection and women's economic empowerment, helping women to optimise their livelihood strategies. Her commitment to excellence has earned her recognition at several youth forums, and she takes pride in helping women to identify their needs and implement tailored solutions. In her free time, she enjoys football and community service.
